Garcia and Cliff are super cops in the Neo Arc police force. The professor and his daughter have been kidnapped and you must shoot your way through four missions to the final confrontation with the mysterious enemy superweapon!
This is a fixed position "rail shooter" where you progress along a predefined path to win each level. You can shoot "anything" on screen, including plants, glass and other background objects, as well as the occassional innocent bystander. You lose health when shot by enemies and for accidentally shooting innocents. You regain health at the end of a round, depending on how accurate your shooting was.

The name of the police force is the Neo Arc PD (Neo = 'NEW' Arc i.e. Newark, New Jersey). A clever play on words.
