The gameplay is similar to Virtua Fighter and Virtua Fighter 2. It has three buttons, but the Evade button from Virtua Fighter 3 has been discarded.

This was the first Sega game announced for the Sony PlayStation 2 console, a strategy that was part of a restructuring plan consisting of phasing out the Dreamcast console and positioning the company as a thirdparty developer by 2002. Evidence of this plan could be seen in the previously released PlayStation 2 versions of ICrazy TaxiI and the upcoming PS2 version of I18 Wheeler American Pro TruckerI, both published by Acclaim who published the Dreamcast version of IFerrari F355 ChallengeI because of licensing issues.
Most of the IVirtua Fighter 3I characters make a return in this game, but two new characters are introduced. They are Vanessa, a tough female cop who is looking for the person who murdered her father, and Lei Fei, a Shaolin monk.
