This PCB seems to be a bootleg of the NES by Nintendo. It lets you choose one of 21 different games. After inserting a coin you can choose a game with the first and third button; the first button adds a digit while the third decreases one. This is similar to Hyper Olympic name entry.

This is probably the same as the Multi Game 35 board. Both PCBs look identical at first glance.
I still believe this a hack since you cannot perform two-player games in the Super Mario 3 game. Every game has certain visible options deactivated such as the difficulty setting. And still there are differences with the VS game. For example, Super Mario 3 is identical to the NES version, but there is no two-player mode selectable.
