This System 18 board suffers from the 'suicide battery' problem. The battery is located inside the black module labelled HITACHI on the bottom board. When the battery dies, the board becomes inoperative. The thin top metal layer of the module can be prised open to reveal the battery underneath. The safest bet is to replace the battery before the original dies, using a method similar to that used for Capcom's CPS-2 boards.
