This PCB seems to be a bootleg of PlayChoice 10 by Nintendo. It lets you choose 35 different games, many of which were not distributed in the original PC-10 format by Nintendo).
After inserting a coin, use one of the two joysticks to choose gameboard one or two where the selectable games are located. Scroll through the games using button one (forward) or button two (backwards) and select a game with the player one start button."
